Harbor traffic control (Dcmtvh)

Definition
A traffic control system which uses a combination of radio communications with ships, radar tracking and remote television cameras to maintain constant surveillance over ship movements. Unlike an airport's air traffic control system, however, the vessel traffic controllers do not routinely direct ship movements.
